1. Advance Contract Award Notice
An Advance Contract Award Notice (ACAN) is a public notice indicating to the suppler community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The National Research Council Canada (NRCC) has a requirement for the supply of one (1) benchtop Nuclear Magnetic Resonance (NMR) spectrometer. The instrument will be used to readily assess the purity and identity of synthesized compounds.
This requirement includes accessories, installation and training.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:
a.The benchtop NMR’s operating frequency (Magnetic Field Strength) must be at least 100 MHz (2.35 T).
b.The magnetic field of the benchtop NMR must not originate from electromagnets that require cryogens to operate.
c.The benchtop NMR’s probe must be capable of performing measurements on both 1H and 13C nuclei
d.The benchtop NMR's outer dimensions must be no larger than 50 cm wide, 90 cm deep and 50 cm high. The benchtop NMR must weigh no more than 110 kg.
e.The benchtop NMR must have all the following methods of connectivity: ethernet, USB 3.0, WiFi, and HDMI
f.The benchtop NMR’s signal-to-noise ratio for 1H measurements must be at least 220:1 (based on a 1% ethylbenzene standard).
g.The benchtop NMR must have the following pre-programmed experiments:
i)One-dimensional spectra: Basic 1H and 13C, 1H-decoupled 13C, gated 1H-decoupled 13C, inverse gated 1H-decoupled 13C. DEPT-45, DEPT-90, DEPT-135, and APT.
ii)Two-dimensional spectra: 1H-1H COSY, 1H-1H TOCSY, 1H-13C HSQC, and 1H JRES
iii) Relaxation experiments: T1 and T2
h.The benchtop NMR must operate using standard 5 mm NMR tubes to perform measurements.
i.The benchtop NMR must be capable of performing an internal deuterium solvent lock.
j.The benchtop NMR must be capable of performing automatic magnetic field shimming
