Task-Based Informatics Professional Services (TBIPS) Requirement
This requirement is for the Department of National Defence (DND).
DND has a requirement for resources in the following Resource
Categories and levels in the National Capital Region (NCR):
Workstream 1:
A2. ERP Functional Analyst, Level 2, Enhanced Reliability and;
A2. ERP Functional Analyst, Level 3, Enhanced Reliability
Workstream 2:
A3. ERP Programmer Analyst, Level 3,Enhanced Reliability
Workstream 3:
A5. ERP Technical Analyst, Level 3, Secret
Workstream 4:
I1. Data Conversion Specialist, Level 2, Enhanced Reliability
and;
I2. Database Administrator, Level 2, Secret
Workstream 5:

Description of the requirement:
DND's Military Personnel Management Capability Transformation
(MPMCT) Project requires Task-Based Informatics Professional
Services (TBIPS) for the upgrade of Oracle PeopleSoft version
7.5 to Oracle PeopleSoft Human Capital Management (HCM) version
9.1. These professional services will be initiated through Task
Authorizations (TA)s, on an "as and when requested" basis.
The objective of this requirement is limited to delivering
Guardian Release 1 of the MPMCT Project, which includes the
implementation of Oracle PeopleSoft HCM version 9.1 from the
existing Oracle PeopleSoft HRMS version 7.5. This involves the
re-application of existing customizations and implementing
approved de-customizations in accordance with the MPMCT
Project's baseline scope of Guardian Release 1. The MPMCT
Project will leverage and oversee the work which will be
performed primarily and under the direction of the Directorate
Human Resource Information Management (DHRIM) with the support
of the contracted resources.
It is anticipated that a maximum of five (5) contracts will be
awarded for this requirement: one for each Workstream.
Proposed period of contract:
The period of each contract will be from date of Contract award
to July 31, 2014 plus three (3) nine (9) month irrevocable
options allowing Canada to extend the term of the contract.

2 Holders of a Task Based Informatics Professional Services
(TBIPS) Supply Arrangement (SA). To bid on a Workstream,
Suppliers must be a qualified Tier 2 SA Holder in the NCR for
all categories and security levels specified for that
Workstream. The RFP is issued against the (TBIPS) Supply
Arrangements (SA) PWGSC file number EN578-055605/D. All terms
and conditions of the SA apply & shall be incorporated into any
resulting contract.
