Description of the Requirement:
The goal of this project is to carry out an evaluation of the Canada Research Chairs Program
(CRCP). CRCP is a tri-agency initiative of the Social Sciences and Humanities Research Council (SSHRC), the Natural Sciences and Engineering Research Council (NSERC), and the Canadian Institutes of Health Research (CIHR) (the agencies). It is administered by the Tri-agency Institutional Programs Secretariat (TIPS), which is housed within SSHRC.
The evaluation of the CRCP will primarily focus on the period since the last evaluation – that is, the last five fiscal years (i.e., 2015-2016 to 2020-2021), with the understanding that where applicable, a longitudinal lens will be used to examine trends and perceptual shifts since the program’s inception in 2000. The evaluation is expected to build on the findings from the 15th year CRCP evaluation, assess the short-term impact of recent changes to the program, and will include a focus on recent program policy changes related to equity, diversity, and inclusion (EDI) and the implementation of these measures.
An evaluation design has been developed by an external consultant and the Evaluation Division and includes a detailed program description, logic model, and approach for the proposed evaluation. The design report was endorsed by IPMESC and the TIPS Management committee, but final approval of the evaluation questions and overall approach by the TIPS Steering committee is pending. No significant changes to the overall scope of the evaluation are anticipated. The current project will implement the evaluation in accordance with the requirements laid out in the Evaluation Design Report.

Proposed period of contract:
The proposed period of contract shall be from date of contract award to December 2022.
Estimated Level of Effort:
The estimated level of effort of the contract will be determined by Bidders.
