Nature of Requirements:
(a) Objective:
The three objectives of this contract are to fabricate gram
amounts of various homemade explosives (HMEs), to perform
characterization of their properties and to perform detection
measurements with handheld chemical analysers and with swipe
color kit technologies.
(b) Work location:
The Work is to be carried out on site at Defence Research and
Development Canada - Valcartier, located at 2459 Pie-XI Blvd
North, Quebec City, Quebec.
(c) Client department :
The services will be rendered to Defence Research and
Development Canada (DRDC-Valcartier).
(d) Period of the contract :
The period of the Contract is from date of Contract to March
31st, 2015 inclusive.
(e) Security Requirement
There is a security requirement associated with this
requirement.
(f) Mandatory technical criteria
More than one resource could be proposed. Each resource will be
evaluated in accordance with the Mandatory Technical Criteria
below :
A) The proposed resource must have a Master degree or a Ph.D. in
organic chemistry.
B) The proposed resource must have at least twelve months'
experience on the synthetisis of homemade explosive materials.
(g) Basis of Selection
A bid must comply with the requirements of the bid solicitation
and meet all mandatory technical evaluation criteria to be
declared responsive. The responsive bid with the lowest
evaluated price will be recommended for award of a contract.
