1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Health Canada Ontario Region -Food Laboratories Division’s objective is to procure one automated Solid Phase Extraction (SPE), with the option to purchase 2 more SPEs over the next two years. The requirement includes delivery, installation, and warranty. The SPE will be used for the analysis of illicit drugs in wastewater.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets all of the following requirements:
The requirements of the laboratory for the Automated SPE:
a) SPE must have the ability to extract a minimum of 8 samples in parallel.
b) SPE’s must have a compact footprint (65cm x 34cm x 45cm w x d x h) capable of fitting inside a fume hood. This is an essential requirement as the sample analysis has the potential to generate aerosols that may contain biological material such as bacteria and viruses. The ability to have the automated SPE unit in a fume hood would minimize staff exposure to aerosols.
c) SPE must have fully automated extraction including sample bottle rinsing.
d) SPE must be able to handle sample volumes of at least 100mL
e) SPE must be compatible with 6mL SPE cartridge sizes
f) SPE must be fully automated to collect two 8mL fractions in a 16 x 150 mm threaded glass tube
g) SPE must have the ability to be a standalone unit that is not connected to an instrument such as an LC/MS/MS (Liquid chromatograph - tandem mass spectrometer).
