The Department of National Defence(DND) has identified a
requirement for the supply of Commercial Off-The-Shelf (COTS)
Parachute High Altitude Systems (PHAOS), quantity 54 each, and
Parachute Oxygen Console Systems (OXCON), quantity 6 each, to
augment its current establishment. The required parts are
identified as "No Substitute" to meet the established
airworthiness certifications. The purpose of this ACAN is to
signal the Government's intention to award a contract for these
goods to Airborne Systems Canada Limited (ASCL). Before awarding
a contract, however, the Government would like to provide other
suppliers with the opportunity to demonstrate that they are
capable of satisfying the requirements set out in this Notice,
by submitting a statement of capabilities during the 15 calendar
day posting period.
If other potential suppliers submit a statement of capabilities
during the 15 calendar day
posting period that meets the requirements set out in the ACAN,
the contracting authority will proceed to a full tendering
process.
If no other supplier submits, on or before the closing date, a
statement of capabilities meeting the requirements set out in
the ACAN, a contract will be awarded to the pre-selected
supplier.
DELIVERABLES: The Contractor shall deliver the following within

(a) Quantity fifty-four (54) PHAOS in accordance with Section
3.1;
(a) Quantity six (6) OXCON systems in accordance with Section
3.2; and
(b) Operator/maintenance manuals in accordance with Section 2.1.
2.1 The contractor shall provide operator/maintenance
manuals, in English, to DND as follows:
(a) one hard copy and one electronic copy (MS Word or PDF
Format) of the Operators Manual with each device.
(b) one hard copy of the Maintenance Manual with each device.
The maintenance manual is to include all first and second line
repairs of the device, including illustrated parts lists in a
top-down breakdown format with the following information:
I) Parts descriptions;
II) Manufacturer's part numbers;
III) Source of supply; and
IV) NATO Stock Number, if available.
1.0 3.0 REQUIREMENTS
1.01. PHAOS
Each PHAOS shall include the following:
(a) Quantity one (1) Airborne Systems Inc. MBU-12P Mask Assembly
in sizes as follows:
i. Size Short: Part Number 603810-5 = 9 each;
ii. Size Regular: Part Number 603810-6 = 30 each;
iii. Size Long: Part Number 603810-7 = 9 each; and
iv. Size Extra-Long: Part Number 603810-8 = 6 each;
(b) Quantity one (1) Airborne Systems Inc. S-120, 120 cubic
inch, Oxygen Supply System (part number 603200-0).
1.02. OXCON System
Each OXCON system shall include quantity one (1) Airborne
Systems Inc. Oxygen Console Assembly, 6-man (part number
605400-0).

The Contractor shall provide a warranty on the key control
system against manufacturer's defects for a period of at least
one (1) year, including parts and labour, at no additional cost
to DND.
APPENDIX 1 - OPTIONAL PROCUREMENTS
DND is under no obligation to purchase addition Oxygen Systems.
Should DND decide to exercise options with fourty-eight (48)
months of Contract Award, the Contractor shall deliver the
following within ninety (90) days of receipt of order:
(a) Up to quantity fifty-four (54) PHAOS;
(b) Up to quantity six (6) OXCON systems; and
(c) Operator/maintenance manuals.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
Documents may be submitted in either official language of Canada.
