1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
As part of the Federal Initiative to Fighting HIV/AIDS in Canada, the National Laboratory for HIV Genetics (NLHG) assesses and monitors HIV strain and drug resistance among the Canadian population, and also serves as a specialized accredited lab for the World Health Organization to aid in the surveillance of drug resistance in low and middle-income countries. NLHG has adopted next generation sequencing (NGS) to lower the cost per sample and expand our sequencing capabilities to detect low abundant drug resistant mutations that may later evolve to conform resistance to antiretroviral therapy. This sequencing expansion requires Agilent's 4200 TapeStation system, which is necessary to assess the quality of the genetic testing at a higher throughput for HIV drug resistance surveillance, as well as other research activities, in the laboratory.
SECURITY REQUIREMENT
There is a security requirement associated with this requirement.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
1. Must be compatible with 8-tube strips or 96-well plates and analyzed with a minimum of at least 12 individual lanes or channels. Partially used disposable consumable containing channels/lanes must be retainable for future use to avoid waste and allow for a constant cost per analysis, regardless of throughput;
2. Must have analysis available in less than 3 minutes per sample, due to varying client demands on turn-around time. The instrument must have an analysis software that automatically launches with sizing, quantity and integrity information;
3. Must require less than 3 µL of sample volume since samples are often precious and not replaceable. The instrument must eliminate the chance of evaporation in 96-well plates via use of piercable foil covers;
4. Must be highly flexible to address numerous applications of NLHG's HIV drug resistance surveillance testing and other research activities. The instrument must be able to run any number of samples, from 1 to 96, at constant cost per sample. The instrument must be able to switch application between RNA and DNA with ease;
5. Must eliminate the risk of cross-contamination. Distinct individual loading, barrier-filter tips are required for each sample and samples must be analyzed in individual lanes.
6. Must be sensitive enough to quantify at least 5 pg/µL of DNA or accurately analyze a range low concentration DNA (10-1000 pg/µL range) for high-sensitivity applications.
7. Due to space limitation in our laboratory, the instrument cannot exceed 18 x 20 x 18 in (w x d x h) in dimensions and cannot exceed more than 60 lbs. in weight to be enable placement on a small, fixed laboratory bench.
8. The instrument must perform fully automated reagent delivery, sample injection, detection, and data collection. The instrument must also be provided with a computer/laptop and software.
9. For optimal time efficiency, the instrument must be ready-to-use and require no set up, conditioning, riming, cleaning, or lengthy temperature equilibration periods.
