Title: Marksmanship ITS
Requirement::
Defence Research and Development Canada (DRDC) Toronto has a
requirement for the development of an Intelligent Tutoring
System (ITS) and courseware for marksmanship training. This
training system will be part of a training system embedded
within a future rifle concept and will exploit sensors in the
rifle. DRDC has selected the Generalized Intelligent Framework
for Tutoring (GIFT) as the ITS for this project. GIFT is an
open-source ITS (available for free download) that facilitates
integration with various sensors and training environments.
GIFT will be run on a workstation running MS-Windows 7 64-bit.
The knowledge domain for the training is C8 carbine
marksmanship, as described within Chapter 4, Section 2 of the
Canadian Forces Operational Shooting Programme
B-GL-382-001/FP-001.
Period of Contract:
The period of the resulting contract will be from date of
contract award to 31 March 2014 inclusive, with the irrevocable
option to extend the term of the contract by up to five (5)
additional one (1) year periods under the conditions.
Eligible Bidders under this Bid Solicitation:
This Bid Solicitation is issued against the Learning Services
Supply Arrangement (SA), PWGSC File No. E60ZH-070003. All terms
and conditions of the Learning Services SA apply and will be
incorporated into any resulting contract.

Basis of Selection:
A bid must comply with the requirements of the bid solicitation
and meet all mandatory technical evaluation criteria to be
declared responsive. The responsive bid with the lowest
evaluated price will be recommended for award of a contract.
Security Requirement:
1.1 At the date of bid closing, the following conditions must be
met:
(a) the Bidder must hold a valid organization security clearance
as indicated in Part 7-Resulting Contract Clauses;
(b) the Bidder's proposed individuals requiring access to
classified or protected information, assets or sensitive work
site(s) must meet the security requirement as indicated in Part
7- Resulting Contract Clauses;
(c) the Bidder must provide the name of all individuals who will
require access to classified or protected information, assets or
sensitive work sites.
