Requirement
The present request is to obtain “Validation of Two New Modules for the Canadian Community Health Survey – annual Component”.
Statistics Canada intends to award one (1) contract following this tender notice.
The requirement is subject to a preference for Canadian goods and/or services.
Evaluation Process
Bidders MUST meet all the mandatory requirements of the Request for Proposal (RFP). No further consideration will be given to bidders not meeting all the mandatory criteria. The mandatory criteria include:
M1. The bidder must submit a Project Plan describing the approach to be followed in completing all aspects of the project in detail to demonstrate that the bidder can meet the project objectives and the delivery schedule. The Project Plan must include all of the sections and information listed below:
- Summary: that demonstrates an understanding of the complexity of the Statement of Work;
- Detailed Schedule and Timeframes (Work Plan) in order to complete the stated deliverables within the required timeframes;
- Methodology/Approach: A detailed explanation of how the bidder intends to proceed with the validation of the FVC and SAC modules.
Note: The identification of any tasks which are felt to be important but not mentioned in the statement of work can be addressed.
M2. The bidder must provide the validation method in reference to the statement of work for this contract.
M3. The bidder must demonstrate that the evaluation method proposed in M2 has been accepted for publication in a peer-reviewed journal.
M4. The bidder must propose one resource with a PhD in a field relevant to the development and validation of population health survey instruments. Examples of relevant fields include but are not limited to medical sociology and epidemiology.
M5. The bidder proposed resource must have a minimum of five (5) years experience within the last ten (10) years related to the validation of population health survey instruments.
M6. Proposed Resources
The résumé of each proposed resource must be provided.
The profile for each proposed resource must clearly describe the following information:
- Name;
- Education;
- Specific skills and experience related to the mandatory requirements and point-rated requirements. Substantiation of the stated skills and experience should be supported with project examples (maximum 1 page) showing the nature and complexity of the work performed, the extent of the candidate's contribution to the successful completion of the work and how the experience directly relates to the requirements of the statement of work.
Bidders that meet all mandatory criteria will be evaluated further using point-rated criteria.
Period of the Contract
Services are to be provided from the date of contract award up to March 31st, 2014.
Basis of Selection
The responsive bid with the highest technical rated proposal within budget will be recommended for award of a contract.
Debriefings
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
