Requirement:
The Department of Fisheries and Oceans Canadian Coast Guard
(CCG) has an immediate requirement for Electronic Chart Display
and Information System (ECDIS) software for use on board several
CCG ships.
Delivery:
CIP (Carriage Insurance Paid), Destination, Victoria, B.C.,
Incoterms 2000 for shipments on or before 15 September 2013.
Background:
The Canadian Coast Guard (CCG) has a requirement for ECDIS
software. This software will be installed by CCG in existing
shipboard Sperry Marine VisionMaster equipment.
Mandatory Standards and Certifications:
When installed, the software and existing hardware shall comply
to International Maritime Organization (IMO) type approved ECDIS
as defined by International Hydrographic Office (IHO)
publications S-52 and S-57. ECDIS is an approved marine
navigational chart and information system which is accepted as
complying with the conventional paper charts required by
Regulation V/19 of the 1974 IMO SOLAS Convention. The
performance requirements for ECDIS software are defined by IMO
and the consequent test standards have been developed by the
International Electrotechnical Commission (IEC) in International
Standard IEC 61174.

Sourcing Strategy:
The sourcing strategy related to this requirement will be
limited to suppliers in Canada in accordance with Shipbuilding,
Refit, Repair and Modernization Policy (1996-12-19), subject to
the Agreement on Internal Trade. The work is exempt from the
North American Free Trade Agreement (NAFTA), see Chapter Ten,
Annex 1001.2b Paragraph 1, and the World Trade Organization
Agreement on Government Procurement (WTO-AGP). See Annex 4.

The Crown retains the right to negotiate with suppliers on any
procurement.
